We have received this email from the office of the Minister of Fisheries headed 'Charter vessel reporting update' (this was our first notification, so why call it an update?)

Hello

 I am writing to you as you are on the Ministry of Fisheries database as a Charter Vessel Operator.

 From October this year new regulations will require all those operating charter vessels to officially list with the Ministry of Fisheries and to report their charter vessel fishing activity.  Listing will cost $54 annually (or $27 if done online).  Once listed you will be provided with a book of reporting forms that you will need to complete for each fishing trip and post in.

 A draft reporting form and notes on how to use it are attached and are also on the Ministry of Fisheries website (go to www.fish.govt.nz and follow the ‘Hot Link’ in the bottom right corner).  We want to make reporting as easy as possible so we would like you to give the draft forms a go and let us know if any sections are unclear or difficult to complete.  Comments on the form or any other aspects of the new system can be sent in confidence to charter@fish.govt.nz or by replying to this email.

 We would also like to hear from anyone who has received this email in error or any of your charter vessel colleagues that may not have received this email.  Please feel free to forward it on.

General information

A return is required for each amateur charter vessel fishing trip. A trip lasts from when the amateur fishers taking part in the trip embark on the vessel to when they disembark at the end of the trip.

One return may consist of more than one page. A new page must be started at the start of each new day of a multi-day trip, or when more than three fishing events occur on the same day of a trip. A day lasts from midnight to midnight.

A page must be completed for each day of a charter fishing trip where fishing occurred, including days where fishing occurred but no fish were caught.

If a vessel undertakes more than one amateur charter vessel fishing trips in a day then a separate return is required for each trip.

If an amateur charter vessel is not used for any amateur charter fishing trips during a calendar month you must send in a Nil return. To complete a Nil return you must complete sections 1, 2 and 5.
